Le New public management comme voie de transformation vers la bonne gouvernance : Comparaison entre les pays de l’Afrique et les pays nordiques

The African context as well as in other international contexts, public management is considered such an important lever for establishing mechanisms for good governance of public funds. The main objective of this article is to shed light on the essence and development of new public management through a comparative analysis between the Nordic and African countries, and to address the key factors of its development in the North and the prospects for its advancement in Africa. Thus, the central issue of this contribution is the following: "To what extent does NPM contribute to the organizational and social performance of States? and what is the difference between Western and African countries? To answer this question, an exploratory and comparative study was conducted through field visits carried out within the framework of professional missions, and also with the help of official statistics published by international organizations on this subject. The results obtained through this comparative contribution show that several factors still hinder the development of the NPM in Africa, which can be summarized as follows: the context in which the NPM was introduced in Africa, the lack of African political commitment, and the prevalence of the scourge of corruption in public finance management.Downloads
