Efficacité gouvernementale, Investissements publics et la Sous-alimentation en RDC

Résumé
La présente étude a analysé l’influence de l’efficacité gouvernementale, des investissements publics et de leur interaction sur la sous-alimentation en République démocratique du Congo (RDC) au cours de la période 1990-2024. Elle avait pour objectif d’identifier les relations entre ces facteurs macroéconomiques et la dynamique de la sécurité alimentaire, dans un contexte où la sous-alimentation demeure un défi majeur affectant une proportion importante de la population congolaise (IPC, 2025).
Sur le plan méthodologique, cette recherche est de nature quantitative. Elle s’appuie sur les méthodes statistique et économétrique ainsi que sur la technique documentaire, qui a permis de collecter les données à partir de la base World Development Indicators (WDI) de la Banque mondiale et des rapports de la Banque Centrale du Congo (BCC). Le modèle de régression linéaire multiple, estimé par la méthode des moindres carrés ordinaires (MCO), s’inspire de l’approche largement utilisée en économétrie appliquée et popularisée par Jeffrey M. Wooldridge (2016). Le PIB par habitant et la croissance démographique ont été intégrés au modèle en tant que variables de contrôle.
Les analyses statistique et économétrique, réalisées à l’aide du logiciel EViews 12, montrent que les investissements publics n’exercent pas d’effet direct statistiquement significatif sur la sous-alimentation au seuil de 5 % (coefficient = -0,036159 ; p = 0,8499). De même, l’efficacité gouvernementale ne présente pas d’effet direct significatif sur la sous-alimentation (coefficient = -1,424234 ; p = 0,0626). En revanche, les résultats mettent en évidence que l’efficacité gouvernementale joue un rôle modérateur déterminant dans la relation entre les investissements publics et la sous-alimentation. En effet, le terme d’interaction est négatif et hautement significatif (coefficient = -0,045941; p = 0,0004), ce qui indique qu’une amélioration de la qualité de la gouvernance renforce l’impact des investissements publics sur la réduction de la sous-alimentation. Par ailleurs, le PIB par habitant présente un effet positif et significatif sur la sous-alimentation, traduisant vraisemblablement les inégalités dans la répartition des revenus et les disparités d’accès aux ressources alimentaires. Enfin, la croissance démographique exerce un effet positif, mais non significatif, sur la sous-alimentation.
En définitive, l’étude montre que la lutte contre la sous-alimentation en RDC dépend principalement de la qualité de la gouvernance, laquelle conditionne l’efficacité des investissements publics dans le secteur social et productif.

Abstract
This study analyzed the influence of government effectiveness, public investment, and their interaction on undernourishment in the Democratic Republic of the Congo (DRC) over the period 1990–2024. Its main objective was to identify the relationships between these macroeconomic factors and food security dynamics in a context where undernourishment remains a major challenge affecting a significant proportion of the Congolese population (IPC, 2025).
Methodologically, this research adopted a quantitative approach. It relied on statistical and econometric methods, supported by documentary research. The data were collected from the World Development Indicators (WDI) database of the World Bank and reports published by the Central Bank of the Congo (BCC). The multiple linear regression model, estimated using the Ordinary Least Squares (OLS) method, was based on the econometric approach widely used and popularized by Jeffrey M. Wooldridge (2016). Gross Domestic Product (GDP) per capita and population growth were included in the model as control variables.
The statistical and econometric analyses, performed using EViews 12 software, revealed that public investment has no statistically significant direct effect on undernourishment at the 5% significance level (coefficient = -0.036159; p = 0.8499). Likewise, government effectiveness does not have a statistically significant direct effect on undernourishment (coefficient = -1.424234; p = 0.0626). However, the findings indicate that government effectiveness plays a significant moderating role in the relationship between public investment and undernourishment. Indeed, the interaction term is negative and highly significant (coefficient = -0.045941; p = 0.0004), suggesting that improvements in the quality of governance strengthen the effectiveness of public investment in reducing undernourishment. Furthermore, GDP per capita has a positive and statistically significant effect on undernourishment, likely reflecting income inequalities and unequal access to food resources. Population growth also shows a positive, though statistically insignificant, effect on undernourishment.
In conclusion, the study shows that combating undernourishment in the Democratic Republic of the Congo (DRC) depends primarily on the quality of governance, which determines the effectiveness of public investment in the social and productive sectors.
