Vers un modèle intégré de gouvernance de la diplomatie sportive marocaine : enjeux institutionnels et perspectives à l'horizon 2030

La diplomatie sportive occupe une place croissante dans les stratégies internationales des États en raison de sa capacité à renforcer l'influence, l'attractivité et la coopération internationale. Dans ce contexte, le Maroc s'est progressivement affirmé comme un acteur majeur de la diplomatie sportive en Afrique, notamment grâce à l'organisation de grandes compétitions internationales, au développement de ses infrastructures sportives et au renforcement de sa coopération avec les pays africains. Toutefois, la littérature scientifique demeure principalement centrée sur le soft power, la diplomatie publique ou les méga-événements sportifs, sans proposer un cadre conceptuel intégrant les mécanismes de gouvernance qui conditionnent l'efficacité des politiques de diplomatie sportive.

Le présent article vise à combler cette lacune en proposant un modèle intégré de gouvernance de la diplomatie sportive appliqué au cas marocain à l'horizon 2030. La recherche repose sur une revue critique de la littérature scientifique internationale complétée par une analyse documentaire portant sur les politiques sportives marocaines, les rapports institutionnels et les principaux travaux consacrés à la diplomatie sportive, au développement territorial et à la gouvernance publique.

Les résultats mettent en évidence que l'efficacité de la diplomatie sportive repose sur l'articulation de six dimensions complémentaires : la gouvernance institutionnelle, la diplomatie publique, la coopération africaine, le développement territorial, la diplomatie économique et l'héritage durable. À partir de cette analyse, l'article propose un cadre conceptuel original permettant de renforcer la cohérence stratégique des politiques sportives nationales et d'accompagner les transformations liées à la Coupe d'Afrique des Nations 2025 et à la Coupe du Monde de la FIFA 2030.

Au-delà du cas marocain, ce modèle offre une grille d'analyse susceptible d'être mobilisée dans l'étude des stratégies de diplomatie sportive mises en œuvre par d'autres États, en particulier dans les pays émergents et africains.

Abstract

Sports diplomacy has become an increasingly important component of states' international strategies due to its capacity to enhance international influence, attractiveness, and cooperation. In this context, Morocco has gradually established itself as a major actor in sports diplomacy in Africa through the organization of major international sporting events, the modernization of sports infrastructure, and the strengthening of partnerships with African countries. However, the existing literature primarily focuses on soft power, public diplomacy, and sport mega-events, while paying limited attention to the governance mechanisms that shape the effectiveness and long-term sustainability of sports diplomacy policies.

This article seeks to address this gap by proposing an integrated governance model for sports diplomacy, applied to the Moroccan case in the perspective of the 2030 FIFA World Cup. The study is based on a critical review of the international scientific literature, complemented by a documentary analysis of Moroccan public policies, institutional reports, and key academic contributions on sports diplomacy, territorial development, and public governance.

The findings suggest that the effectiveness of sports diplomacy depends on the articulation of six interrelated dimensions: institutional governance, public diplomacy, African cooperation, territorial development, economic diplomacy, and sustainable legacy. Building on this framework, the article develops an original conceptual model designed to strengthen the strategic coherence of national sports policies and support Morocco's long-term ambitions associated with the 2025 Africa Cup of Nations and the 2030 FIFA World Cup.

Beyond the Moroccan case, the proposed framework provides an analytical tool that may be applied to the study of sports diplomacy strategies implemented by other emerging and African countries seeking to enhance their international influence through sport.
