Cette contribution examine le programme IDDEES, dispositif qui articule accompagnement individualisé, coordination des milieux de vie et supervision professionnelle. À partir d’une revue narrative ciblée des travaux consacrés au programme, l’analyse porte sur ses fondements, ses modalités d’intervention et les résultats rapportés dans les domaines développemental, familial et professionnel. Les études disponibles décrivent des évolutions favorables, mais leurs faibles effectifs, l’hétérogénéité des participants et l’absence fréquente de groupe de comparaison limitent la portée causale des conclusions. Le programme constitue donc une référence intéressante pour construire un accompagnement vers l’emploi, sans pouvoir être transposé mécaniquement. Dans le contexte marocain, son adaptation suppose une évaluation fonctionnelle individualisée, la formation des accompagnateurs, l’implication des familles, la coopération avec les employeurs et un suivi d’indicateurs vérifiables. This article examines the IDDEES program, an intervention framework combining individualized support, coordination across living environments, and professional supervision. Based on a focused narrative review of publications on the program, the analysis addresses its conceptual foundations, implementation procedures, and reported developmental, family, and vocational outcomes. Available studies describe favorable changes; however, small samples, participant heterogeneity, and the frequent absence of comparison groups restrict causal interpretation. IDDEES may therefore inform employment-support practices, but it cannot be transferred without contextual adjustment. In Morocco, implementation would require individualized functional assessment, trained job coaches, family involvement, cooperation with employers, and the monitoring of explicit outcome indicators. La TDI désigne l'architecture relationnelle à trois pôles, à savoir l'Inspecteur de l'Enseignement Élémentaire, l'enseignant pair-formateur et le Maître Craie en Main (MCM), au sein de laquelle chaque acteur exerce une influence simultanée sur les deux autres dans un environnement pédago-didactique vivant. Né de l'expérimentation du dispositif CREAQ dans trois circonscriptions sénégalaises (Tivaouane, Saraya, Kédougou) entre 2015 et 2026, le modèle de la TDI enrichit le modèle de la Stivation en proposant une lecture systémique et intersubjective de la formation continue entre pairs. Sur le plan méthodologique, la démarche adoptée est celle de la recherche-action, combinant observation directe, entretiens informels, analyse des rapports de supervision et suivi des indicateurs de réussite aux examens professionnels sur les trois sites d'expérimentation. Les résultats de terrain fournissent des éléments empiriques cohérents en faveur du modèle : 585 enseignants encadrés à Tivaouane avec un taux de réussite de 97,8 %, 198 enseignants à Saraya en milieu rural contraint, et 289 enseignants à Kédougou dans un cadre institutionnalisé, avec un taux de réussite de 98,45 %. Ces résultats sont compatibles avec les mécanismes proposés (réciprocité des influences, déstabilisation productive, renforcement mutuel par boucles de rétroaction), indépendamment du degré de ruralité ou d'institutionnalisation du dispositif, sans toutefois permettre, en l'absence de groupe de comparaison, d'en isoler rigoureusement l'effet propre. The TDI designates a three-pole relational architecture, namely the Elementary Education Inspector (IEF/IEE), the peer-trainer teacher, and the Chalk-in-Hand Teacher (MCM), in which each actor simultaneously exerts influence on the other two within a living pedagogical-didactic environment. Emerging from the experimentation of the CREAQ device in three Senegalese districts (Tivaouane, Saraya, Kédougou) between 2015 and 2026, the TDI model enriches the Stivation model by proposing a systemic and intersubjective reading of peer-based continuing teacher education. Methodologically, the study follows an action-research approach combining direct observation, informal interviews, supervision-report analysis, and monitoring of professional examination success rates across the three experimentation sites. Field results provide empirical elements consistent with the model: 585 teachers supervised in Tivaouane with a 97.8% success rate, 198 teachers in the resource-constrained rural setting of Saraya, and 289 teachers in the more formally institutionalized context of Kédougou, with a 98.45% success rate. These findings are compatible with the proposed mechanisms of reciprocal influence, productive destabilization, and mutual reinforcement through positive feedback loops, regardless of the degree of rurality or institutionalization of the device, though the absence of a comparison group precludes isolating the model's own effect. Adopte une approche qualitative, descriptive et exploratoire, l’étude combine l’exploitation de données secondaires issues de rapports institutionnels (Bank Al-Maghrib, Banque mondiale, FMI) et, le cas échéant, une enquête par questionnaire pour analyser les pratiques et perceptions des usagers des services financiers digitaux. L’analyse empirique repose sur des statistiques descriptives, des tableaux comparatifs et une lecture critique des tendances observées. Les résultats montrent que les nouveaux modèles bancaires (notamment le mobile banking, le mobile money et certaines innovations fintech) contribuent significativement à l’accès aux services transactionnels. Cependant, l’inclusion financière reste principalement transactionnelle, avec un impact limité sur l’épargne et le crédit, soulignant que l’innovation technologique seule ne suffit pas à garantir une inclusion financière durable et équitable. L’efficacité des nouveaux modèles dépend d’un écosystème plus large incluant les cadres institutionnels, la littératie financière, la confiance et les facteurs territoriaux. Adopting a qualitative, descriptive, and exploratory approach, the study combines the use of secondary data from institutional reports (Bank Al-Maghrib, World Bank, IMF) and, where appropriate, a questionnaire survey to analyze the practices and perceptions of users of digital financial services. The empirical analysis is based on descriptive statistics, comparative tables, and a critical reading of the trends observed. The results show that new banking models (particularly mobile banking, mobile money, and certain fintech innovations) contribute significantly to access to transactional services. However, financial inclusion remains mainly transactional, with limited impact on savings and credit, highlighting that technological innovation alone is not enough to guarantee sustainable and equitable financial inclusion. The effectiveness of new models depends on a broader ecosystem that includes institutional frameworks, financial literacy, trust, and territorial factors. Cette étude propose la première analyse bibliométrique dédiée à ce champ précis, à partir d'un corpus de 266 articles publiés entre 1991 et 2026, constitué par interrogation croisée de Web of Science et Scopus puis validé par un criblage manuel en deux niveaux. À l'aide du package R bibliometrix, l'analyse montre une accélération structurelle de la production depuis 2008, une forte concentration éditoriale autour d'Energy Economics et une domination des États-Unis et de la Chine, sans aucune présence de pays de la région MENA parmi les pôles productifs ou collaboratifs. This study provides the first dedicated bibliometric analysis of this specific field, based on a corpus of 266 articles published between 1991 and 2026, retrieved from Web of Science and Scopus and validated through a two-stage manual screening process. Using the R bibliometrix package, the analysis shows a structural acceleration of output since 2008, strong editorial concentration around Energy Economics, and dominance by the United States and China, with a complete absence of MENA countries among leading producing or collaborating nations. Face à la disparité et à la complexité des textes réglementaires en vigueur, les associations s'exposent souvent involontairement à de lourdes sanctions. Cette étude clarifie les règles applicables en mettant en lumière l'articulation obligatoire entre la loi interne congolaise (Loi n° 004/2001) et le droit communautaire (Acte uniforme de l'OHADA du 22 décembre 2022 relatif au SYCEBNL).</p> <p style="font-weight: 300;">L’objectif de notre recherche repose sur l’analyser de l’application du régime fiscal et comptable applicable aux entités à but non lucratif en République Démocratique du Congo.</p> <p style="font-weight: 300;">Sur le plan juridique, la recherche définit la spécificité d'une gestion désintéressée tout en différenciant les EBNL des structures commerciales (sociétés, GIE) ou des établissements publics. Sur le plan fiscal, elle explicite le statut paradoxal de ces entités : bien qu'exemptées de plusieurs impôts (impôt sur les sociétés, impôt foncier), elles restent soumises à la TVA et agissent comme redevables légaux stricts pour la collecte d'impôts par retenue à la source, tels que l'Impôt sur le Revenu des Personnes Physiques (IRPP) et l'Impôt sur les Revenus Locatifs (IRL). Enfin, l'aspect comptable est illustré par des cas pratiques rigoureux de paie et de gestion de projets de développement, détaillant la neutralisation des charges par les fonds des bailleurs de fonds. Due to the fragmentation and complexity of current regulatory texts, non-profit organizations often unintentionally expose themselves to severe sanctions. This research clarifies the applicable rules by highlighting the mandatory alignment between DRC national legislation (Law No. 004/2001) and regional community law (the OHADA Uniform Act of December 22, 2022, on the SYCEBNL).</p> <p style="font-weight: 300;">The objective of our research is to analyze the application of the tax and accounting regime applicable to non-profit entities in the Democratic Republic of Congo.</p> <p style="font-weight: 300;">From a legal standpoint, this paper defines the specific nature of disinterested management while distinguishing NPEs from commercial structures (companies, joint ventures) and public enterprises. Fiscally, it examines the paradoxical status of these entities: although they benefit from various tax exemptions (corporate tax, property tax), they remain subject to VAT and must act as strict statutory collectors for withholding taxes, such as the Personal Income Tax (IRPP) and the Real Estate Income Tax (IRL). Finally, the accounting dimension is demonstrated through rigorous practical cases of payroll management and development project tracking, detailed through the neutralization of expenses financed by institutional donors. Cette recherche vise à analyser la dynamique spatiale de l’assainissement et vulnérabilité environnementale dans la ville de Parakou.</p> <p>La démarche méthodologique combine approches quantitative et qualitative, mobilisant recherche documentaire, enquêtes socioanthropologiques et traitement des données. Les enquêtes de terrain dans les trois arrondissements, ont concerné 379 personnes. Le traitement des données a utilisé SPSS 17.0, Excel 2016 et ArcView 3.2.</p> <p>Les résultats montrent que la ville de Parakou a connu une hausse de la population. Cette évolution s’accompagne d’une expansion rapide du bâti, de 251,50 ha en 1990 à 489,39 ha en 2015, entraînant l’extension des quartiers périphériques non lotis, où les infrastructures d’assainissement restent insuffisantes. La trajectoire de l'assainissement collectif à Parakou est bloquée par un transfert de compétences non accompagné de ressources adéquates suite à la décentralisation de 2003. Cette rupture entre investissement physique et fonctionnalité effective est aggravée par un portage institutionnel national affaibli et l’absence historique d'un réseau d'égouts structuré. Le taux d’accès à l’assainissement s'établit respectivement à 43 %, 35 % et 27 %, pour des taux d'accroissement des infrastructures de 6 %, 4,5 % et 3 % dans les premier, deuxième et troisième arrondissements. Les différents programmes ont profondément façonné le développement et la gouvernance de la ville de Parakou de 1990 à 2026. Le taux de rejet direct varie de 27 % à 43 % dans la ville de Parakou. La dégradation de la qualité de l’eau dans ces secteurs expose les populations riveraines à des risques sanitaires graves.</p> <p><strong>Mots clés&nbsp;: </strong>Ville de Parakou, dynamique spatiale, assainissement, vulnérabilité environnementale</p> <p><strong>&nbsp;</strong></p> <p><strong>Abstract </strong></p> <p>The trajectory of urban sanitation in Parakou is characterized by a historical reliance on informal combined sewer systems and unregulated individual sanitation solutions, resulting in severe contamination of soil, surface water resources, and groundwater. This research aims to analyze the spatial dynamics of sanitation and environmental vulnerability in the city of Parakou.</p> <p>The methodological approach combines quantitative and qualitative methods, utilizing literature reviews, socio-anthropological surveys, and data processing. Field surveys conducted across the city's three administrative districts covered 379 individuals. Data processing was carried out using SPSS 17.0, Excel 2016, and ArcView 3.2.</p> <p>The results indicate that Parakou has experienced population growth. This trend has been accompanied by rapid urban expansion with the built-up area increasing from 251.50 hectares in 1990 to 489.39 hectares in 2015 leading to the growth of unplanned peripheral neighborhoods where sanitation infrastructure remains inadequate. Progress in collective sanitation in Parakou has been stalled by the transfer of responsibilities without the provision of adequate resources following the 2003 decentralization reform. This disconnect between physical investment and actual functionality is exacerbated by weak national institutional support and the historical absence of a structured sewerage network. Sanitation access rates stand at 43%, 35%, and 27% in the first, second, and third districts, respectively, with corresponding infrastructure growth rates of 6%, 4.5%, and 3%. Various programs have profoundly shaped the development and governance of Parakou between 1990 and 2026. The rate of direct discharge of untreated waste ranges from 27% to 43% across the city. Similarly, 58% of the households surveyed rely on vacuum trucks to remove human waste. However, the soil saturation and pollution index ranges from 30% to 84%. The 1st Arrondissement shows a moderate health and environmental vulnerability rate of 25%, owing to the relative organization of certain roads and a somewhat more orderly settlement pattern. The 2nd Arrondissement exhibits the highest level of vulnerability, at 45%.
