Territoire, acteurs et gouvernance : pour une lecture systémique des processus de coordination territoriale

Cet article propose une réflexion théorique sur les relations entre territoire, acteurs et gouvernance, en soulignant l’indissociabilité entre gouvernance et espace. Il met en évidence l’évolution du concept d’espace, désormais appréhendé comme une construction sociale issue des interactions humaines.

A travers une approche pluridisciplinaire, le territoire est défini comme un espace approprié, porteur de sens et traversé par des enjeux de pouvoir. L’analyse adopte ensuite une perspective systémique, considérant le territoire comme un système complexe fondé sur l’interaction entre acteurs, espace et représentations.

Dans ce cadre, la gouvernance territoriale est envisagée comme un processus de coordination et de régulation, reposant sur la négociation entre acteurs aux intérêts divergents. L’article conclut que le territoire est un construit dynamique, dont la gouvernance constitue un levier central de structuration et de développement.

Abstract

This article offers a theoretical reflection on the relationships between territory, actors, and governance, highlighting the intrinsic link between governance and space. It emphasizes the evolution of the concept of space, now understood as a social construction resulting from human interactions.

Through an interdisciplinary approach, territory is defined as an appropriated space, imbued with meaning and shaped by power relations. The analysis then adopts a systemic perspective, viewing territory as a complex system based on the interaction between actors, geographical space, and systems of representation.

Within this framework, territorial governance is conceived as a process of coordination and regulation, grounded in negotiation among actors with often divergent interests. The article concludes that territory is a dynamic social construct, whose governance constitutes a central lever for its structuring and development.
